There are lots of statements in that single picture.

Thats a snicker...also called a smirk! ...but watch the handshake, it's uncultured to "grip" a traditional ruler like that. Sanusi's response is that of disdain and resignation in the moment but Im sure this body language confirms for him that the governor has him in a "clutch", literally.

I saved this picture....this is history and indicator for many hostilities to follow between the two.
