I restarted the phone now I haven't been able to log in,it's still showing activitation lock ...I was able to get the Apple id from the seller I haven't still be able to log in ...
I went to his iCloud I disable the iPhone 6plus from his iCloud..... It's still showing the same thing...I can't seem to log in ..

•Your Chip
•Your Network Lock iPhone SimCard (T-mobile, AT&T)
or A Factory Unlocked (FU) iPhone
and
•Your Prefered Simcard

With FU Device

•Insert Your Chip + Simcard into FU iPhone
•Navigate to Settings>>Cellular>> Sim Applications
•Under SIM Applications>>
•Select 3G/4G Automatic Mode [3G / 4G自动模式]
See Attached Image
•Select your Network carrier from the listed Menu
•Reselect the 3G/4G Automatic Mode [3G / 4G自动模式] after
•Then Select Accept

After remove both sim+chip from your FU iPhone and insert as is into your Locked iPhone.
And boom.
•No need of WiFi/Hotspot
