Communities protest exclusion of Anambra from oil-producing states On June 18, 2019

Aggrieved oil-producing communities in Anambra State, on the platform of Host Communities of Nigeria Producing Oil and Gas, HOSCON, yesterday, embarked on a peaceful demonstration against what they termed “continued exclusion of Anambra from the oil-producing states in Nigeria, despite its declaration as an oil-producing state by former President Goodluck Jonathan on August 30, 2012.” They said it was ridiculous that in spite of the commercial quantity of oil and gas being explored in the state and sold outside the state, the Nigeria National Petroleum Corporation, NNPC, and Department of Petroleum Resources, DPR, are yet to put Anambra in the gazette of oil-producing states to enable it benefit from the 13 percent oil derivation formula. The demonstrators carried placards with inscriptions as “We are Anambra, we are oil-producing state’; ‘DPR declare us so,” “Anambra is qualified and deserved to be included among oil-producing states;” “Stop oil bunkering in Anambra State;” “Give us our 13 percent derivation;” “Elf Oil, what is happening at OPL 817 upgrade?” “Sterling Global is stealing Anambra silly” and “DPR confirms the activities of oil prospecting companies in Anambra,” among others. They commenced their protest march from NNPC Mega Station, Awka and ended at the Government House, Awka, led by state chairman of HOSCON, Anthony Chiokwe. Despoliation By Oil Companies: We dwell in river but have no potable water, Bayelsa community cries(Opens in a new browser tab) adding that the NNPC and DPR should confirm the presence of Sterling Oil Global on Anambra oil fields. Flanked by some other notable personalities in the state, including Mrs Joy Igboka, founding member of HOSCON and Dr Emeka Ilouno, Chairman, Elders Advisory Council, HOSCON, Anambra, among others. Chiokwe further declared: “all these oil firms had operated in the state for seven years, adding, such a period was sufficient to have earned the state full recognition as an oil producing state with full benefits”. He contended that since that August 30 declaration, Orient Petroleum had been prospecting oil in Enugu-Agulu Otu, just as other oil companies have entered into the terrain prospecting oil in the state. “While OPL 815, 816 and 817 are allocated to two main companies, Sterling Global has since 2013 been exploring oil in Ogwu-Ikpele and Ogwu-Aniocha communities of Ogbaru Local Government Area of the state, adding, the company at Ogwu-Ikpele not only prospect oil, but flares gas, which are seriously degrading the environment”. “Most disturbing in the activities of these oil firms is that they drill in Anambra and pipe the crude to Delta and Imo States, from where it is barged and exported, making it look as if the oil is prospected from Delta or Oguta in imo state”. Chiokwe said that the oil rig/platform of Sterling Global is still standing in Ogwu-Ikpele, even as DPR had continued to deny the activities of Sterling Global in the state.

(1) What Informed your decision to come home to Anambra State to invest?

For us at M-P Infrastructure, Investing in Anambra was a question of when to go in, not why we should go in. We were never in doubt of the huge economic potentials that abound in Anambra State. We have been following the activities of Governor Willie Obiano since inception and the progress the state has made using several indices. We attended the Governor’s Lagos and Abuja outreach events with Anambra diaspora where he preached the ‘Aku Luo Uno’ Message and were completely sold on his ideas. As an investor, you look out for a location where the operating environment is stable and not hostile, you also consider the ease of doing business in such location, how easy it is to enter, of course the buying power of the people and good returns on investments. We found all these in Anambra. Perhaps one of Governor Willie Obiano’s enduring legacies in the state is the setting up of Anambra State Investment Promotion and Protection Agency (ANSIPPA), the one-stop investment office for everything investment in Anambra State. They have helped in making us to register our footprint easily in Anambra State.

We first started with our agricultural project at Igbariam which began operations in 2016. Lynden Integrated Farms is a modern integrated poultry farm project located at Igbariam in Anambra East Local Government Area of the state. That investment is going quite well. It is probably one of the biggest mechanised poultry projects not only in the South East but in Nigeria.

I am from Awka and have always believed that our people can live, work and play better. Unfortunately, our research showed that it is not possible to create the kind of living and lifestyle that we see in places like Lagos and Abuja from the kind of old city planning that was done in Awka. That really led our thinking towards creating a brand new city within Awka. The project which we call Awka Millennium City is also in line with the ambition of the state government under Governor Willie Obiano to bridge the housing deficit in the state.

(2) About Awka Millennium City

The Awka Millennium City is an ambitious yet iconic, master-planned gated- community Public -Private partnership (PPP) project which will be a large-scale residential neighborhood with residential, commercial and recreational uses and amenities, such as schools, leisure and entertainment centers, parks and playgrounds.

The city will be located within the 3-Arms Zone which will also house the new offices and residencies of members of the executive, judiciary and legislative arms of government.
Many dub this zone the new Awka. It will come with 24 hours CCTV Surveillance and access control, underground cables, water treatment, sidewalks for jogging and sporting activities etc.

You can liken Awka Millennium City to the best estates in Lagos and Abuja and it will be completed in 30 months. However, Phase 1 involving 25 hectares out of the total 100 hectares will be ready within 18 months. The investment value of the project is $46.5 Million with the state government donating the land as equity. Profit sharing ratio is 73% for M-P Infrastructure and 24% for Anambra State Government. 3% has been reserved to fund community social responsibility projects.

The project has been structured in such a way that companies and individuals within the value chain will all derive value. We are projecting the creation of at least 400 direct and indirect jobs. We will be using some local suppliers also. For example, we have concluded discussions with Anambra State Hydrafoam Company for a N120M contract to fence the whole project site. Think about the trickle down effect of this on the local Anambra economy.

(3) Who can subscribe to own a home in Awka Millennium City?

Unlike what some are insinuating, we are not building a billionaire city. His Excellency, Governor Willie Obiano was emphatic about this. This is why in the Memorandum of Understanding (MOU), we are committing to dedicating 25% of the 100 hectares to built-up housing stock for anyone interested to subscribe. This means that M-P Infrastructure will actually build these houses and then offer them for sale to Ndi Anambra and other interested subscribers. The houses will include 5-bedroom, 4-bedroom, terrace and detached homes.

The remaining 75% of the 100 hectares fall under what we call site and services offering where interested subscribers purchase plots of land and build according to approved prototypes.

We will deliver on this project and in record time too. We gave His Excellency and Ndi Anambra that assurance at the MOU signing which held at the Anambra State Governor’s Lodge, Amawbia on Tuesday, June 18,2019. We have strong footprints in the state and in other states in telecommunications, agriculture and road construction. We bring our professional, financial capacity and competence in all we do. We are stakeholders in the Anambra and Nigeria projects and believe in the long term development of our state. Ndi Anambra should look at what we did at our Lynden Farms project at Igbariam to understand what our Group is all about. We mean business. Welcome to page 300, just want to take out this time to appreciate all our efforts over the years and contributions to achieve this, its really not an easy feat considering how other states threads do crumble after just few pages. Also, those with the 0.⁰⁰⅜ I.Q that always ferment trouble here, i thank you too for your stupidity.

Now, on the awka millennium city obiano is planning, my question are, where are the promises he made when he initially assumed office with his dubai and Kigali mouthwatering pictures he painted? Where are the sky scrappers? I stopped reading when i read the houses would be 3 and 5 bedroom apartments probably bungalows grin

Anambra Government signs N525m MOU for Cosmetics Factory

Gov Willie Obiano has on behalf of the Anambra State Government signed a Memorandum of Understanding (MoU)with Sonny Peace Ltd -a private firm for the establishment of a factory for the manufacture of hair cosmetics.

The brief but impressive signing ceremony took place at the Governor's Lodge, Awka.

The MoU is worth Five hundred and twenty five million Naira (N525 million) and will see the investor contribute N500 million, while the Anambra State Government brings the remaining N25 million as their equity contributions respectively.

The factory which would be sited at Oba, Idemili South Council of the state, when fully operational, will have its profits shared as follows, Investor -85%, Anambra State Government -10%, while 5% will be dedicated to Corporate Social Responsibility services.

It is expected to commence work on the project site within six months of issuance of Certificate of Occupancy, as non-compliance would have the land title revoked with the land reverting automatically back to the State Government.

Governor Willie Obiano in a brief remark at the occasion said that having fought insecurity and improved on the ease of doing business in the State, his administration has opened the doors to prospective local and foreign investors.

The Managing Director of the Anambra State Investment Promotion and Protection Agency (ANSIPPA), Mr Jide Ikeakor acknowledged that the project will increase stock in trade, generate massive employment as well as create activities that will boost economic growth and enhance the State's capacity to internally generate more revenue.

The investor, Mr Sunny Ogbu said the decision to establish the project was in response to the governor's call on Ndi Anambra to think home.

He contended that since that August 30 declaration, Orient Petroleum had been prospecting oil in Enugu-Agulu Otu, just as other oil companies have entered into the terrain prospecting oil in the state. “While OPL 815, 816 and 817 are allocated to two main companies, Sterling Global has since 2013 been exploring oil in Ogwu-Ikpele and Ogwu-Aniocha communities of Ogbaru Local Government Area of the state, adding, the company at Ogwu-Ikpele not only prospect oil, but flares gas, which are seriously degrading the environment”. “Most disturbing in the activities of these oil firms is that they drill in Anambra and pipe the crude to Delta and Imo States, from where it is barged and exported, making it look as if the oil is prospected from Delta or Oguta in imo state”. Chiokwe said that the oil rig/platform of Sterling Global is still standing in Ogwu-Ikpele, even as DPR had continued to deny the activities of Sterling Global in the state.

All these white guys I see in Onitsha and all over Anambra these days, hmmm hope it's not what I'm thinking.
Is it because of the economic opportunities in the state or recolonization or what, somebody educate me.

I'm not xenophobic and never said it was a bad thing if they decide to make Anambra a place to invest, I only asked an innocent question.
I only asked to be educated because their number has been increasing rapidly for some time now.
Areas around GRA, Akpaka GRA, estates in 3-3 all in Onitsha now have lots of them and you meet them everyday and everywhere.

Its called expertise. Many are working on factory projects or Second Niger Bridge or SAB Miller. Its a good thing to have foreigners in your state. It means DEVELOPMENT.

So can someone...anyone tell me in terms of naira and kobo what Anambra has gained from the oil and gas exploiting in the state since 2012? Any portal where one can go and view this information?

If the communities are getting nothing by way of benefits from the exploiting of oil and gas in their land, then they would be well advised to go and protest out on the streets as well as shut down the operations of these oil coys until their issues are addressed!

There's oil and gas in Anambra, but i'm yet to see how this impacts on the states budget every year. This is why i get angry seeing the likes of Obiano and Ugwuanyi cosying up to that wicked despot in Aso Rock. They should have learnt from the travails of Rochas (whose state benefited zilch from being 'close to power') and known that Buharis' disdain for Igbos will prevent him from going out of his way to do anything for us! Otherwise, one would have have expected Obiano would have used his familiarity with Buhari to get a definitive statement on Anambras' status as an oil producing state.

Up till today, the national boundary commission is yet to finish delineating the boundaries between Anambra and her neighbours.....a job they started about 6 years ago! It's this same oil and gas Anambra has (that is yet to be recognised by the federal gov't) that Aso Rock is spending billions of naira to look for up north!
