@ OP I don't know how things are done in Lagos, but it would have been better if you just told us the plot is 3 million for outright buy of 600sqm instead of telling us to pay 500k survey fee and 500k development fee. Won't I collect my survey plan and develope it b4?
Why tell me to buy a car for 200 naira and then pay another 50 naira for the car key and 50 naira to drive it away from your dealer's shop?
That is why I'm always afraid to invest in Lagos property, things doesn't look straightforward as it should have be.

Sir, survey is for Lagos state Gov while development fee is for the development of the estate for roads, electricity, play ground and other amenities within the state.
