It can be, but considering the way mobile devices handle their internal memory it's practically impossible to get the same experience as a console, that's the same reason why the switch is considered a console that can output much better graphics than tablets and cellphone. Games that even started the eSports industry and have larger price pools than others.

Not at all but having more matured, diverse games with good gameplay is what makes one considered but sadly all mobile gamers have right now is only battle Royale or some other games with bad gameplay that looks like it was made by a carpenter
