It might be more, that's why I'm not considering that. Plus the phone has been opened here.
Initially, I thought it was a minor something that I will fix and let go. It was after opening it that the technician said that screen clip is missing. He implied that it's likely to have icloud as well. I checked (via imei on the sim tray), Lo and behold, it's icloud locked.

Then follow this process

1) pray
2) message the seller telling him the device is icloud locked, why didn't he state that
3)pray again that he doesn't say you should return it but says will you receive partial refund
4) shout YES (prolly thru voice note or something) grin
5) receive ur part money n go

But by the way, a good engineer can close that phone well, since the screen clip is cut, means it was previously opened

Please hws, how do I handle an eBay seller that sent me icloud locked iPhone 7plus.
Phone also do not turn on.

Check the item descriptions first, if the seller use "for parts or not working" in the listing, you may not win the case if you open a return request and eBay would not refund you. (some sellers take such advantage, if buyer didn't take note. Because they know eBay won't refund if an item is posted in such way)

So, if that is the case, message the seller first, try to sort it out and request a refund... But if the seller refuse, call ebay customer service, they'll help. But don't open a case for item posted under "for part or not working"... You won't win the case.
