It’s the same process here too but because we don’t hold our leaders to account that’s why the practice keeps eroding. Now we are pushing all the responsibility to the FG.

At the same time we are the ones a shouting that what the FG takes up is too much that they should hand some to the State. If we cannot hold our local leaders to account then how do we expect to hold leaders at the federal level with so much power to wield to account?
There is lack of education and awareness on how to hold them to account before we can even be talking about the will to do so. It is very sad and i hope Nigerians can be enlightened to their duties.

If I may suggest and I don't know if it's possible but we don't need political parties. They are just a legitimate association to corner the wealth and suppress the people. It's a conglemeration of the corrupt influential people to pretend they are acting on behalf of the people.

Without political parties it will be more difficult for them to gather together amd exert their influence throughout the polity. It will limit the powers of God fathers only to their own local government.

Why are these people so confused like this?? The fund was originally being handled by the state governors unfortunately most of the governor looted the funds and FG thought the best way to go forward is to grant LG financial autonomy and now this again?? Confusion everywhere

You made some sense.

But I don’t think the FGN would allocate funds with having a budget plan from the LGs. It’s not so much about the direct funding - but the autonomy of the LGs is quite important for grassroots development. I believe we will have the checks and balances come in naturally.
Yes the goal for me too is more autonomy for the
LGAs because I believe the states will still want to try some manipulation with existing legislations. They can threaten to dissolve the local government if they don't cooperate. So apart from the prevention of 500k daily cash withraw limit and the rest to electronic transactions. We need more checks and balance or reforms because the state governments are not going to give up easily.

If I have my way I would scrap the whole 36 states and let's just have only two tiers of government. Federal and local government only based on the existing 774. They should merge LGAs together by ethnic and language affinity to reduce the numbers. Example Isoko north and south should be merged to just Isoko LGA. Then within the LGAs, cities and towns should also have some level of automomy. This lack of autonomy at the lower levels or the principles of subsidiarity is why Niger-Delta states especially are not developed with their huge allocations.

That is true but it is so because the chairman seems to be very powerful and influential. This can be curbed if we switch back to parliamentary system of government. That way all decisions will be by majority votes as the Major is just a spokesperson for the LGA.

Also the LGA government size should reflect the population of that local authority. They should also employ technocrats into the government if they lack the skills to manage some departments or committee's .

The reality of your first paragraph is the reason sometimes I think is it not better to just give up on the black race. I cannot fathom how the strategy to implement needed reforms will be possible to scale through the existing powers that be.

To your second paragraph, I mean political parties is scraped totally from our polity and only allow individuals to contest for elections at all levels. Landslide victories in our local government and state assembly elections is alarming.

That's the reason I am wondering why should they have direct allocation without yearly plan or budget on how they will be spending the money. There is also lack of competence to take effective responsibility of the duties given to them by the constitution.

Very true but APC promised reforms of their own and El-rufai committee went about for consultation around the country. Since they don't want to implement the 2014 confab report then let them do their own reforms as promised.

I’ve never actually thought out how it would be if there were no political parties and I’ve never seen or heard of anywhere such has being practiced.


The fact that the present crop of leaders don’t have the will to have an election with individuals contesting without party doesn’t mean it’s not achievable. With the level of awareness that people now have of the leaders, I believe it will someday come to fruition. It may come late but it will come. A time will come that we will have strong individual or group of individuals who can influence them to make such decision.

Who would’ve ever thought a Saraki led senate will be the one to enact the “not too young to run bill” with all the corruption tag surrounding the 8th senate. Also with the crop of young leaders coming up. It’s only a matter of time before we start seeing some who would not want to subscribe to the party shenanigans and they’d push the individual candidate idea.

I believe it was toyed with before this past general election before it was later dropped. I even thought Sowore was going to contest as an individual candidate until the party thing came up.

Reading comments here makes me feel old

Many are commenting as if direct allocation is a new thing.

In case you don't know, direct allocation was replaced by Joint account because LG Chairmen were owing months of teachers' salary around 2003.
Back then it was the best news to happen

And a blank cheque
How do u hold a person accountable that you are hoping he won't loot u after u have given him or her the ability to be free till after his or her tenure that's if the person doesn't win a second term.
And perfect the plan of erasing all trace
Until we remove immunity clause from the constitution
We will keep hoping that they will go there to do the right thing

The Nigeria Union of Teachers (NUT) has said that the plan by the federal government to give direct allocation of funds to local governments in the country could inflict a lot of sufferings on teachers who are the major employees of the local governments.
The NUT said the direct allocation of funds to local governments will also pose a lot of challenges to teachers especially in areas of payment of salaries and other allowances.
The Niger State chapter of the union raised the objection to the policy in Minna on Wednesday in a communiqué issued after the State Wing Executive Council (SWEC) meeting held at the Teachers House in the Niger State capital.
“The SWEC in session express serious concern at the recent approval granted by the federal government on the direct allocation of local government funds to their respective accounts.
“The council further observes the challenges this development might pose to the payment of primary school teachers,” the communiqué stated.
Signed by the state Chairman, Mr. Ibrahim Umar, and the Principal Assistant Secretary General, Mr. Garba Labaran, the union however suggested that to ensure regular and prompt payment of teachers’ salaries, under the policy “it should be placed on first line charge to SUBEB for onward payment to teachers”.
The SWEC in session, according to the communique “express support for the federal government’s directive to teachers yet to register and licensed by Teachers Registration Council (TRCN) to do so by the end of December, this year”.
It however observed what it described as “the disenfranchising factor” the computer based test pose to Arabic teachers during examinations and therefore called on the TRCN “to look into the issue with a view to addressing it”.
It commended the Niger State government for the implementation of “Domestic Allowance” to secondary school teachers on grade level 15 and above and appealed that such gesture should be extended to teachers at the primary school sector to boost their morale.
The communique express worry and serious concern at the continued delay in the commencement of the next batch of training and supply of Z-pad to the remaining secondary school teachers.
“The Council therefore calls on the Ministry of Education to as a matter of urgency prevail on the NGO to ensure that the second week of July 2019 promised by the NGO to resume the programme is strictly complied with,” it said.
It also congratulated Alhaji Ibrahim Ahmed Matane on his appointment as the Secretary to the State Government and urged him to use his wide experience to move the state administration forward.

I am trying to understand how teachers will suffer.
This is common sense, now when teachers are not paid, they know exactly who to blame and can easily mobilize themselves to the office of their corrupt chairmen.
