He's a team player who might not be your regular 30 goals a season player but check Chelsea's stats for the past 3 seasons and compare it with Neymar's contribution and moreover, Neymar is a striker who likes to play at the left side of the attack, Hazard is a midfielder (winger) who only play as a makeshift striker once in a while.
Hazard was by far the best player at last year's world Cup whereas every other team Brazil played against complained about Neymar's diving tricks and showboating.
He might have won more laurels and earn more endorsement deals than Hazard but on the field of play, Hazard does it for me .

Look at the quality Barcelona and Real Madrid possess, isn't it frightening? Other big clubs strike gold once in a while with absolutely world class team e.g. Manchester United of the late 2000, Bayern with Shweinsteiger, Kross, Robben, Ribery, Lahm, Martinez, Neuer, Alaba and Co., Inter couple of years back etc Only Barcelona and Madrid have the resources backed by that ridiculous sharing formula in Spain to go from Eto to Ibra, from Ibra to Villa, from Villa to Suarez and now Grizzy and in Madrid, Raul, Nistwlrooy, Zidane, Figo, Becks, Robben (he deemed not good enough along with Schneider), Ronaldo, Kaka, Benz, Higuain, and now Hazard, Jovic etc. As of now, only Manchester City similarly has the resources to continually cherry pick the best players around.
