Actually its just my own sentiment and speaking as a fan.
Tennis is an individual sport and GOAT should be measured by the number of GS you won.
If Djokovic wins more eventually he should be considered for that title but trust me many who watched Federer play will still consider him the greatest because of what he could do with the Racket in hand.
