Prince Tony Momoh, a former Minister of Information on Monday, said only President Muhammadu Buhari can determine when to assemble his cabinet as the Chief Executive Officer of Nigeria.

Speaking in a chat with Daily Independent, Momoh, who is one of the national leaders of the ruling All Progressives Congress (APC), also said the constitution which stipulates that the President should appoint ministers from all states of the federation did not prescribes any timeline with which he can do it.

“What the President said was that he was under tremendous pressure to release the ministerial list. Are you aware of the constitutional procedure? The president is the chief executive in the executive arm of government and the buck stops on his desk.

The President appoints ministers. He sends the list to the National Assembly that clears them and sends the names back to the president to assign portfolios to them. The constitution never said he must appoint ministers within a day or 30 days after his inauguration. So, the buck stops on his desk.”

When reminded that President Cyril Ramaphosa appointed his cabinet just 96 hours after he was inaugurated, Momoh said Nigeria is not South Africa.

He said, “And so? Are we South Africa? Is Buhari the same as Ramaphosa? Do you that African National Congress (ANC) is more than 100 years old? We are just marking 20 years of democracy here”.
