1. Because the transfer was not close. Bayern had never made any offer to City and Sané never said anything to his teammates as reported. It was the consensus from even Pep all along yet the media kept reporting something else.

2. Pep had maintained that Sané was very close to re-signing with City a few weeks before the transfer deadline but held back when Bayern offered crazy wages. City were never going to match those wages because of their wage structure so the only thing left was for Bayern to meet City's valuation of the player.
