This is very very untrue.

I've done some very decent image vectoring with a mouse and others with a tablet,
just depends on what you feel more comfortable with.

I've also seen masters who will rather use a mouse than a tablet.

All depends on your understanding of the software you are working with as well as the result you are working towards.
