2 . They are not on any Interpol list

3. They are not wanted for any crime in South Africa

4. They are not part of any drug smuggling cartel

6 . They are not wanted Terrorist .

See not all countries are like Nigeria where you just allow armed Terrorists from all over the Sahara cross into Nigeria and Buhari will keep quiet and even want to build Ruga for them

Nigeria should be more concerned about the people without papers than South Africa should. I wonder why they should even bother.

Anyone without papers naturally should be deported back to the country he claims to come from, if that country will have him.

It's a document you can only use once but even with the emergency travel document the other country's immigration still need to check your biometrics and check when you came in, what you've been doing,
check for any criminal records, check how long your Visa was overstayed etc before you can be allowed to leave, which in this case I don't think was done.
