Niger delta leaders are the major reason why the region is still battling with development, they should hold their leaders accountable despite huge allocation from federal government, couple with Niger delta development commission, ministry of niger delta, amnesty program, royalties from oil companies etc, they are still battling with poverty...

I am just dumbfounded regarding how someone will issue out a contract and don't inspect if it has begun. You still complete payment without visiting the site to know if job was actually executed?

The contracts were awarded to contractors who front for those awarding the contracts and powerful politicians and associates of the president. It's you don’t know how some of these things work.
