A few fulanis that are involved in some acts of violence in Nigeria do not do it calling themselves fulani. Buhari did not declare Igbos terrorist, he declared Ipob and not every Igbo is a registered or even supports the Ipob idiosyncrasies.

Notwithstanding, Terrorism connotes any acts of violence in peacetime, done by any group against civilians, government, govermental military or any military neutralized by the government. Please go and review the atrocities done by Ipob before they were declared terrorist.
