I think it is starch.
Bullet proof mainly protects vital organs like the heart and associated regions. From the pics you can see that it seems like the chest is not protected what looks like a "bullet proof" seems as if its falling off from the top.
Moreover I don't think he will wear a Military class bullet proof when there are special clothes made of bullet proof materials.

Also, you can as well go to your faculty...... Just make sure that the letter carries your school logo, officers phone numbers they can contact to confirm the authenticity of the letter and you are good to go.
