I processed mine through my undergraduate university. I went to the school and applied for them to send it directly to the school of postgraduate studies, Uniben. I had previously tried to use the EFX method from Uniben but theirs is extremely expensive.

Is the reference form supposed to be submitted now or during clearance?
Who are likely persons to sign the reference form?

Though it was clearly stated that application won't be processed without the reference form but I am yet to submit mine. A friend said it doesn't really matter for now, can someone confirm this?

Login to your online portal where you filled the form and printed out your reference from, you will see past questions to wards the left side of the page for downloads
