What's your point exactly?! Why bring Oxford university to this issue? The two are not remotely relevant... but just to make it clear, the above billions you quoted is the REVENUE that Oxford will generate from there 24K students etc... but after their expenditure (bills/salaries etc) they are lucky if they are left with £400M profit.oxford uni is a BUSINESS, and if you want to compare it with anything then compare it with Dangote enterprise or any other a Nigerian business. The Nigerian Gov(or the city of Lagos) is NOT a business

Comparing a school revenue with the budget a gov will allocate to a city makes no sense whatsoever.

i had to compare the 2 because that is the only organization whose budget is close to that of Lagos, the average budget of a small IT company offring cloud services is bigger than that of Lagos state not to talk of the big businesses

The Budget is their EARNING for the year of 2018...just like Apple's earnings was about $10billions...but out of such budget you have to pay rent/salary/taxes etc...if you want to compare the budget allocated to the city of Lagos for 2019, then compare it with the budget allocated to Oxford CITY for 2019 (or compare Oxford University with any other uni or business out there).

What you wrote would be like saying: Lagos state gets less than what Dangote' s budget for 2018 was. ...Makes no damn sense
