Just read some history books about scientific racism... Look at the current political climate in Europe.

Racism is backed by power and economic status.

Black people can’t be racist simply because being racist has to come with having more financial and social power. You can hate a white man but it will not be beneficial to you in any economic or social way. Racism has to do with being the one who has an economic and social advantage.
