The white matter consist of fibre while the grey matter consist of cell body of the neurones in the spinal cord. It is the cell body that confer the characteristic grey colour on this portions of
The spinal cord itself is connected to the brain through the "foramen magnum" so it would incorrect of you to say it is located in the cerebellum (this has to do with balance and posture) which is part of the hind brain(rhombencephalon) since it is connected to the brain through large hole located at the base of the occipital bone.

I watched the video..and they are cheering and celebrating the buying of police cars.. something that should happen regularly.
