I think something must have been wronged with our judicial system

In saner climes, when you do anything shameful, you quietly resign before being told to do so. There remorse is shown by bowing out and staying quiet, not by dashing money to your victims. The assault is between you and the victim, but the overall effect is on the society that you represent, and not just your victim.

He would have been in jail by now because he assaulted a fellow Nigerian, if this were abroad. He would never be eligible for ANY public position ever again. He would even have been removed from public office , after being caught on camera.

I'm not sure if you're trolling or not, but assaulting someone is a very serious criminal offence. It's in the top level of criminal offences. A threat to another person's life shouldn't be taken with levity.

Crimes against humanity are deliberate, systemic attack against civilians or certain population groups like extrajudicial killings, the attack on Odi people etc usually committed by/condoned by government. I'm not sure why you bring crimes against humanity into this discussion as it has it's own special definition and it is a term just like war crimes
