Yes C = commercial meaning the tyre made to carry heavier weight and generally commercial (lorry / van ) need this kind of tyre to carry heavy LOAD

for those if only for private use like carrying 3-5 passenger you actually do not needs this but you may have issue when come to Veh inspection.

Generally C tyre can last longer compare to Normal passenger car tyre (without C)

IS also true the pressure does link to the capability of tyre to carry how much load.
