Look there are better ways to scrutinize someone than this ancient method. There are well established web developers (both freelancers and registered companies) on the internet, if you can't detect a serious-minded professional web developers, how then do you want people outside your locality to use your website for transaction?

You can still be scam by the person you meet physically. We are in a developed world.

Oga you don't have Ethics atall. Client wants someone in his locality. Why are you complaining. Everyone deserves the right to state their terms.
You sounded unprofessional. Plus you could be a Scammer.
