Anyone has any ideas on how our elections are being rigged despite the numerous provisions of INEC to cancel the elections of any misbehaving polling unit? huh

Inec are the ones that rig the election for you.

You can only rig where you are popular if you want to avoid plenty wahala from your opponent.

Okay let say you bribe the collation officers but counting of the result is done in front of all the observers you shouldn't be able to inflate figures.
