The problem is that people "have to" smuggle petrol. If there was adequate supply, there would be no need to smuggle the essential product. You hardly see people carrying jerrycans around in developed countries - there is just not any need for that. Except perhaps you're hiking in the remote jungle or wilderness and you need to make a fire.

The government should be blamed for this.

petrol is cheaper in nigeria than in togo. he will make a profit if he gets the petrol into togo. it has nothing to do with supply. carrying petrol over the border is an abuse of the subsidy.
