It means your site does not necessarily follow some guidelines and is not qualified for Adsense at this time.

What you need to do is understand where or areas you feel you are defaulting and make necessary corrections.

Seen... Truth is, your screenshot is pretty vague and does not best capture the reason for a pending review. Do you by any means have an unclosed AdSense account? If no, then the issue is your content. I am sure the bots are turning your application down for several reasons. If you can, do send a PM to assist you.
