You said his wife give birth through c s,,common give him more time ,2020 is not far again..he needs to take care of his wife and baby for now and his not that financially ok,reason the condition na,......stop over reacting ....

Not his fault ,he wasn't able to pay at the appointed time but he has paid half of the money...he gat to take care of his baby and wife,,let the OP be patience with him...
