I've also seen male dogs of 5 months mount female dogs that are not on heat, will you say that the dog is ready because of that?

I think you should allow your dog mature first, at 10 months it's basically still a puppy.
it's like letting your 14-15 year old son start messing around with women because he has started showing interest in women

at maturity the mating process will be easier and the female will be more willing to mate with him and also he'll be more sexually productive than he is now which means the chances of pregnancy and large litter size has a better chance.
