If it is a foreign document, it isn't rocket science that the locals would understand and easily read off their date pattern - is it?

Unnecessary panic. What makes you think 10/26/19, for example, couldn’t have been doctored to 10/26/1999? The problem with people that are smart or think they are is that they like creating problems where none exists.

If someone changes the date on your document from 26/10/19 to 26/10/1999, that's 20 years behind. It will be very obvious there was an error. You can prove it was altered, cos a lot has happened in your life in 20 years. Some people who even have fantastic jobs today were just in primary school in 1999.
On the other hand, if someone changes your document date from 26/10/20 to 26/10/2019, it can only mean that you submitted that document last year. That can be enough to nullify someone's application, if it's your frenemy that had access to the document.
The fact that dates within 2020 can easily be changed to 2019 (by just adding 19 to the 20 already written) makes it a more serious issue.

In the year 1999, getting to the advent of the year 2000, they were using y2k slogan and millienium bug.

If you don't write it as 1/1/2000 and not 1/1/00.People would think it is 1/1/1900 and babies born on 1/1/00 would be registered as 100years old, thinking the 00 is for 1900 and not 2000.

My question and answer was if in the year of 1999 I could write 12/12/99 and we all knew it was 1999 and not 2099, we would be fine with 00 as 2000 and not 1900.

If any one takes 1/1/20 as 1/1/1920 instead of 1/1/2020, hin dey wait to experience world war be that.

No sensible or insensible crook or manipulator will want to manipulate a valid document 21 years backward. Many things concerning such documents may not even have existed 10/20 years back bt for a year or 5years back they can be tempted to try their luck.

Who writes /2019 as /20? Then we can as well write the entire /2000 to /2099 as /20 na.

He would have made a valid case if he was comparing 2020 to 1920, 1820, 1720, 3020 etc.

The way you even wrote the date is wrong, if you are writing a year and you are not writing it in full, there should be a sign before the year so as to indicate that something proceeds what you've written. Example - 20/01/'20 as opposed to the way you wrote it. Kindly take note.
