Am so worried about Oyo Ibadan people

How can a state as populated and big like Oyo three times bigger than south east as some of them make us believe,
with a total population of 5 to 10 million people 3 million people living in Ibadan alone , survive on a
213 billion naira budget

The population of Oyo Ibadan is like the population of ebonyi and Enugu put together
