I boarded several times with Major-Generals and other military ogas who tried to dress nondescript, only to arrive at the stations and meet a huge convoy of soldiers waiting foe them who'd go about intimidating weary travelers.

These are people who could make the roads safe, but they refused because they found refuge in the trains.

If the trains aren't safe anymore they'd have to do something.
