2014 till now would be 5yrs+. It might not be advisable to apply for Germany/DAAD. I would advise you choose any of the other countries - China, France & Malaysia. And I suppose you are applying for PhD right?

It is possible ofcourse, but you mustnt tell PTDF that you are already enrolled in a master's program as they categorically stated that they will not sponsor those who already have a master's degree for another master's

PTDF is in charge of allocating the schools, so in order to balance the allocations, they can send you to a school you didnt choose. I remember a friend of mine selected Imperial College London as his first choice alongside other UK universitites and when the list came ou they allocated him to IFP school France
