Yorubas from Benin and Togo who entered Nigeria without passport/visa are illegal immigrants. Their stay is not supported by any official document. They came individually, not because Afenifere pursued a visa waiver for them. Immigration officials often raid and deport them at will.

This is different from what the Miyetti Allah dude is saying...that herdsmen don't need visa to enter Nigeria. Nobody said Yorubas from Benin or anywhere else don't need it.

Let's be fair: citizens of ECOWAS countries don't need visas to move. So this announcement, and the angry reaction, are redundant.
2nd, it's up to a country to decide what you need to cross their borders.

Until 2009, you could go between US and Canada without even a passport (a state-issued ID used to be sufficient).
