This does not explain the issues with the state with the longest coastline.

If both Ondo and Akwa Ibom are measured with the same standards say 100km, one will come up longer (whichever state that is). But this contentions is more political than actually scientific

some Nigerians are grossly brainlocked, another land locked country is building the biggest Airport in Africa where they hope to deploy the biggest and largest airline in africa, Ethiopia is landlocked but not brain locked , some Nigerian states are brain locked and not land locked

The east is 10% landlocked because we have Azumini and Revie Niger and 100% not brain locked , all the east needs to do is to follow the Ethiopian solution and build the largest Airport in west africa and continue where Air peace stopped by building the largest Air fleet in Africa, develop the river ports of Azumini to link to the sea

The river gives access but Delta can toll it for IGR and make vessels in and out of Benin River pay access fee.

Abia is not landlocked, check this map. If you take a good look at Abia state, you will see that the tip of that state opens up to a body of water that separates Rivers State and Akwai Ibom and flows into the Ocean. Abia state is not landlocked. Not even Imo is landlocked.

Who knows maybe the local government(s) didnt put in work making it attractive. The most popular beach is in lagos if I had guess but it's the smallest.
