Finally the United States has officially announced an expanded immigration restrictions that includes Nigeria.

In the statement, I read a condition I wish to know what it implies:

Suspension of entry for Immigrants, except as Special Immigrants whose eligibility is based on having provided assistance to the U.S. Government

It means if you acted as an agent for US in the field of intelligence gathering. US uses locals in getting information about countries, ranging from economic, political to strategic. Those who betray their country by working for the US are the ones the clause is saying are to be rewarded with a visa.
