I believe you are an urban and regional planner and I acknowledge your effort. However, you have refused to take two key things into consideration ;

1. Cost :

The combined cost of high-speed and tunnel is $12.5 billion —according to your stats —even if we are not sure you put the lengths into consideration.
That sum is almost half of the highest budget this country has ever had.
And then you said "each", perhaps, we would need about 4 of that infrastructure?
What about the cost of maintaining those facilities ; the airports (each in a city) , the tunnels e.t.c

So in terms of cost, I don't think it's feasible.

2. Necessity:
You mentioned that the state is "sparsely" populated. Only 3 million.
Then you think "each city" should have their own airports?
I don't know how many cities there are in that state but I still don't fathom how business-viable those cities are to own an airport each.

How will those ports generate revenue back to the pocket where the funds came from?

So in terms of necessity, I think there are excesses.

It will cost $12 billion dollars for the high speed rail& freeway system. $1.2 Billion dollars for seaport , $1.2 Billion dollars for a world class Calabar International Airport .It will cost 5 Billion dollars to have stable electricity for the entire cross river with population of less than 5 million.
To Answer your question about airports. the Airports in the other cities will be less busy local Airports with one or two runways ,control tower and a modest building,while the Calabar airport will be international .
You do not need a large population to build an organized society. Norway's population is 5 Million and it's a developed nation.
I think you evaded the cost part. Your proposal is bigger than the Nigerian budget. How do you intend to solve that?

I'm not condemning the proposal, I want to know the cost feasibility
