Why wasn't it revived, after Buhari was overthrown, by the successive military administrators?

Why wasn't it revived by successive Lagos State administrations and legislative assemblies since 1999 when the current democratic rule began?

Is it too late to revive today if it is vital to improving transportation in Lagos State? Afterall it will cost money not human blood. And Lagos State is the poorest of the States.

It was revived and is currently under construction.

PDP, this is 2020, Lagos moved on since, nearly all the major FG projects in Nigeria under PMB are in the SW, stop playing childish and lazy opposition.
