Same thing, the general term is web development. We have web design and web development. Web design is more of web technologies used for building static websites that is websites that are not dynamic. The technologies include: HTML, CSS, Bootstrap, Javascript.

Web development includes website design technologies and web application technologies. To create web applications, you will need to learn some programming languages and database query languages. The most popular programming language and database in Nigeria is PHP and MySQL. Other useful programming languages includes: C#, Python, MSSQL etc.

Java can be used to create web applications but that is kind of difficult approach. What you need to learn are HTML,CSS,Bootstrap,Javascript,PHP,Python,MYSQL and little graphics design.

Mind you the above technologies are in demand in Nigeria. In some other countries the demand might be totally different, for example .Net technologies are more in demand in Asian countries. Here you will need to learn: VB.Net, C#, MSSQL and so on.
