Cairo tower will definitely count because it has ground floors and a lift elevators enclosed in a fine facade at the same farness toward the top floors which is a restaurant.

On other hand, your pillars are literally artificial structure with a lift elevator, that's the reason why it's nowhere near top ten tallest buildings in Africa(ranking)

Other cases are in Mombasa, Kilifi and kwale counties which are tourists counties
