The Nigerian President cannot control the Nigerian military. Most of the billions spent on the military ends up in the pockets of the top military officers and service chiefs. The junior military officers and the real fighters in the battle against Bokoharam always complain about substandard weapons and poor motivations. They are easily overpowered by Bokoharam who carry more sofisticated weapons. I think the best thing to do is to secede the north east to Republic of Chad the same way Bakassi peninsula was given to Cameron. Chad army is strong and capable of decimating the terrorists.
