This situation is rather tricky. How were they able to make it pass several states between Lagos and Niger States despite all the restrictions? Only shows movements are still happening across state boundaries, albeit with connivance of security personnel. Now sending them back might not serve anyone any good as they’ll somehow find there way into the state even if not on a lorry truck. My suggestion would be to escort them with strict security through the state without stopping, and inform Kano state about their arrival so they can prepare forced quarantine (not personal isolation) for them on arrival. After successful quarantine they must be penalized for disregarding the Covid 19 restrictions on movement. My take
