But I have a PC, and Photoshop too.

To draw, you will need a graphics tab. I'm not certain that you can draw with a mouse or TouchPad but if you can master the pen tool, we can start from there

I don't actually want to draw.

I want to import a photo and colour it digitally like the ones I attached earlier.

Can't this be done with Photoshop?

Well, you can paint and clip but the strokes is what makes this image stand out.
