Get a resident welder around to lend you his saw or do it himself.

Remove the arm first. It will be painful but it's worth it.

Thanks everybody. We spent about an hour from 2am to 3am before we can rescue the dog. It was so easy for him to put his snout and head inside the 8 by 7 inch hole. But to remove is wahala. After several attempts, we lift the 4 legs up, turn him round 180 degrees, press the two ears back and push little by little until it is out. We hope he has learnt his lesson. Anyway we relocate him to another area pending the time he will be like 3-4 months. I appreciate everybody for your concern and contributions.
