That is El Rufai and that is indeed what he is doing. Cross checking that corrupt law enforcement officers are not endangering those of us who are trying to be law-abiding.

Interstate movement of people in Nigeria is currently rampant because of corruption in spite of ban on non-essential travel of people across State borders.
