If you try this is a SW and Northern State especially with a Muslim Governor. The next minute - the Criminal Association of Nigeria - CAN will start immediate crying and wailing of planned and suspected Islamization and Fulanization. Then the IPIG crowd will join with their own RUGGANIZATION and marginalization cacophony.

But since it's in the SE and done by a Christian Governor, then it must be for a good cause.

Fortify what exactly??! The Building itself??! Or The fast eroding land??!...

The Building wasn't sealed due to any inherent structural defect... It was sealed to protect against inevitable loss of lives from collapse into the eroded space.
