From what I understand about the whole issue, The initiative is from the NHGSFP (National Home Grown School Feeding Program).

Each public primary school in all the states under the NHGSFP are the beneficiaries. NHGSFP is aliasing with each state education board since they are the one in charge of primary education in their state. Each pupil has their records with the State Education Board, so pupils address will be gotten from there. Because schools are closed, instead of cooked food, NHGSFP is providing food items to each home that has a registered primary school student.
