What is the best way to waterproof a wall?

I tried Super Sikalite last November, but water is already penetrating the wall this rainy season.

The dampness is from the ground. I don't think a good Damp proof membrane was used from the onset. You may not find a permanent solution to this problem other than to just keep managing it.
