In programming, certificate is not required to get a job or clients. What is required is your analytic skills and ability to solve a problem with that.

Programmers certified themselves, they don't need external body to certified them.

Reason is that it depends on the ability to solve critical problems, programmers are the highest skilled staff in a company.
