Well, i will agree with u with the part where u said people will/wont adhere to the measures. But for my opinion, maybe the higher institutions should be opened, follow by the ss3 students that wants to sit for WAEC. The outcome will determine the fate of others. Atleast those set of students i mentioned are matured enough to adhere to the measures.
