For the most developed cities in Africa - definitely add Cairo and Lagos. If development doesn't just mean infrastructure - but housing and size. So for me the most developed Johannesburg, Cairo, Capetown, Nairobi, Lagos, Luanda, Adis Ababa, Dar, Durban and finally no 10 - maybe Abdjian or Pretoria or Casablanca or Harare or many Maghreb cities including Alexandria.

Development, isnt just big buildings...... Its everything from power supply, sewage, education, Internet connectivity, transport ect ect.....

Lagos isn't even the most developed city in Nigeria yet you have it on your list??

Quality of life is directly attributed to development... For exp education, transport, sewage, power supply, housing and infastructure these are the parameters Mercer uses to calculate the quality of life of each city

Mercer tracks the most livable city - not the most developed. The most developed would like of Newyork, Tokyo etc.
